Program Budget

The Northwestern Division’s Military Construction program, including carry-in projects from prior years, is $1.9 billion for Fiscal Year 2019. The Military Construction program includes several mega projects including the National Geospatial Agency next NGA-West Phases 1 and 2 at $836 Million at St. Louis, Missouri, and the Fort Leonard Wood Replacement Hospital at $381 Million. 

The Division's Military Missions program projections for FY19 also includes the following:

  • Sustainment, Restoration, and Modernization - $509 Million
  • Environmental Programs for - $354 Million
  • Interagency & International Services - $128 Million

Military Missions

The U.S. Army Corps of Engineers' current military construction mission, one of the largest since World War II, consists of an average annual program of $25 billion (FY10-19) to meet the demand created by growth in the Army, global restationing, and base realignment and closure.

Military Missions within the Northwestern Division includes the following mission areas:

The Northwestern Division and its districts are experienced in partnering agreements with customers, in-house or contracted design of projects, advertisement and award of the construction contract (bid projects, negotiated projects, best value, request for proposals), financial administration of the contract, and field supervision and quality assurance inspections of the construction work underway. Kansas City, Seattle and Omaha districts collaborate to execute the Division's annual military workload.

Military Missions Expertise

The Northwestern Division coordinates technical policy and budgetary issues that cross district boundaries, as well as provide regional interface with other Federal and state agencies, congressional leaders, interest groups and international commissions. Expertise ranges from master planning to engineering plans and specifications, to construction management and installation support. Typical projects include new construction or renovation of military housing, barracks, operations centers, office/classroom buildings and child care facilities

Architecture

The Architectural Section seeks to provide our customers/stakeholders with world class facilities that are cost-effective, functionally and energy efficient, and aesthetically pleasing. We also aim to meet or exceed the minimum requirements for Life Safety, American Disabilities Act, Leadership in Energy and Environmental Design (LEED) and Anti-Terrorism Force Protection (ATFP). The Omaha District is the Center of Standardization for all Army religious facilities.

Airfield Pavements

The Airfield Pavements Design group provides complete design and consulting services for military airfield pavement projects. Using sound engineering judgment and incorporating state-of-the-art technologies in a timely and cost-effective manner.

The group designs, reviews, analyzes, prepares request for proposal documents and Department of Army 1391 cost verification for military airfield, special use, and road projects.

In-house services include:

  • Planning, implementing, analyzing, and determining pavement design parameters (geotechnical investigation)
  • Specifying and evaluating asphalt and concrete mix designs
  • Inspecting airfield pavement distress conditions
  • Specifing and evaluating reclaimed asphalt pavement and Portland cement concrete for granular bases
  • Performing pavement design and construction consultation
  • Conducting petrographic analysis for aggregate bases and Portland cement concrete pavements and asphalt cement concrete pavements
  • Performing electrical, mechanical (hydrant fuel systems), structural, environmental, cost engineering support, and surveying
  • Planning airfield maintenance

Civil Engineering

Civil engineering services for military and civil works projects are high quality engineering design solutions completed in a timely and cost-effective manner.

Site Planning
  • Site plan development including layout of buildings, roads, parking areas, sidewalks, etc. 
Landscape Architecture
  • Design landscaping, hardscaping and site furnishings
Grading
  • Design site grading using digital terrain modeling software
Storm Drainage
  • Design storm drains, roof drains, culverts, detention ponds for various facilities types
  • Select and design appropriate best management practices to meet applicable stormwater quality requirements
Erosion and Sediment Control
  • Design erosion and sediment control measures for various types of facilities
  • Develop Stormwater Pollution Prevention Plans in accordance with applicable NPDES permitting requirements

  • Design new pavements for roads, streets and parking areas
  • Inspect existing pavements and development of rehabilitation designs

Preserving Historic Buildings & Structures

The Seattle DIstrict is home to USACE's Technical Center of Expertise for the Preservation of Historic Buildings and Structures functioning as the technical lead and advisory center for matters of the historic built environment falling within the agency’s responsibility under the National Historic Preservation Act. Services and deliverables are offered on a reimbursable basis, to project managers and cultural resources staff at USACE Districts, Military installations and other federal agencies. Drawing from broad technical experience and educational credentials in historic preservation, services are provided within the USACE’s historic built environment community of experts. Historic resource subjects include buildings, structures, objects, vessels, landscapes, and civil works projects

Rapid Response

Through preplaced contracts for Environmental Services (Rapid Response Environmental Services) and Construction (Rapid Disaster and Infrastructure) contracts, the Rapid Response Center for Expertise provides time-sensitive project support through the Omaha District’s Rapid Response Technical Center of Expertise. Rapid Response is the most-established element of the Omaha District's Special Projects program. Established in 1989 and executing more than 700 time-critical responses across the nation, the Special Projects Rapid Response team provides time-critical response and project execution, rapid response project initiation for transition to host District for final execution, cost-reimbursable contract management training, cost-reimbursable contract oversight assistance, on-site support within 72-hours of receipt of funding, on-site support to USACE Team and other Federal Agencies.

Transportation Systems

The Omaha District his home to the Mandatory Center of Expertise for Transportation Systems, provides engineering services related to airfields, railroads and roads worldwide to support the Army for training, operations, and mobilization by providing expertise in the planning, design, construction, evaluation and criteria development of military airfields, roads and railroads.

The TSC was also established to provide continuity, standardization and technical excellence within the Army and satisfy Department of Defense customer requests.
