Military Missions

The U.S. Army Corps of Engineers' current military construction mission, one of the largest since World War II, consists of an average annual program of $25 billion (FY10-19) to meet the demand created by growth in the Army, global restationing, and base realignment and closure.

The Northwestern Division’s Military Construction program, including carry-in projects from prior years, is $1.9 billion for Fiscal Year 2019. The Military Construction program includes several mega projects including the National Geospatial Agency next NGA-West Phases 1 and 2 at $836 Million at St. Louis, Missouri, and the Fort Leonard Wood Replacement Hospital at $381 Million. 

The Division's Military Missions program projections for FY19 also includes the following:

  • Sustainment, Restoration, and Modernization - $509 Million
  • Environmental Programs for - $354 Million
  • Interagency & International Services - $128 Million

The Northwestern Division offers a wide range of services to its military customers. It is headquartered in Portland, Oregon, with a regional office in Omaha, Nebraska, and five subordinate district offices located in Seattle and Walla Walla, Washington; Kansas City, Missouri; Omaha; and Portland. Northwestern Division headquarters coordinates technical policy and budgetary issues that cross district boundaries, as well as provide regional interface with other Federal and state agencies, congressional leaders, interest groups and international commissions. Expertise ranges from master planning to engineering plans and specifications, to construction management and installation support. Typical projects include new construction or renovation of military housing, barracks, operations centers, office/classroom buildings and child care facilities

Northwestern Division and its districts are experienced in partnering agreements with customers, in-house or contracted design of projects, advertisement and award of the construction contract (bid projects, negotiated projects, best value, request for proposals), financial administration of the contract, and field supervision and quality assurance inspections of the construction work underway. Kansas City, Seattle and Omaha districts collaborate to execute the Division's annual military workload.
