The Northwestern Division is comprised of five Districts: Kansas City, Omaha, Portland, Seattle and Walla Walla.
Our Contracting Opportunities Forecast affords you opportunities to help the Northwestern Division and the US Army Corps of Engineers (1) execute our mission, and (2) achieve established small business goals.

The Northwestern Division’s objective is to assist you in maximizing to the extent practicable your opportunities to participate in the federal market place, advancing the goals of national security, a sustainable industrial base and progression of our small business performance today and into the future.

Once a requirement is identified, we conduct market research to identify small business interest and capability to accomplish the requirement as either prime contractors or subcontractors. This market research is assisted through outreach events such as the Innovation Summit, Small Business Conferences and Industry Days.

Additionally, small business responses to Northwestern Division’s “sources sought notices” posted to the System for Award Management website, SAM.gov and use of the Small Business Administration’s tools are key elements of this market research.

The U.S. Army Corps of Engineers' current military construction mission, one of the largest since World War II, consists of an average annual program of $10 billion (Fiscal Years 09-13) to meet the demand created by growth in the Army, global restationing, and base realignment and closure. Northwestern Division’s share of this work in the current fiscal year is about $1.1 billion on average through Fiscal Year 2015.

The Northwestern Division offers a wide range of services to its military customers. It is headquartered in Portland, Oregon, with a regional office in Omaha, Nebraska, and five subordinate district offices located in Seattle and Walla Walla, Washington; Kansas City, Missouri; Omaha; and Portland. Northwestern Division headquarters coordinates technical policy and budgetary issues that cross district boundaries, as well as provide regional interface with other Federal and state agencies, congressional leaders, interest groups and international commissions. Expertise ranges from master planning to engineering plans and specifications, to construction management and installation support. Typical projects include new construction or renovation of military housing, barracks, operations centers, office/classroom buildings and child care facilities.

Northwestern Division and its districts are experienced in partnering agreements with customers, in-house or contracted design of projects, advertisement and award of the construction contract (bid projects, negotiated projects, best value, request for proposals), financial administration of the contract, and field supervision and quality assurance inspections of the construction work underway. Three Northwest Division districts – Kansas City, Seattle and Omaha - collaborate to execute the annual military workload.

The Kansas City District’s Fiscal Year 2012 military construction program totals more than $173 million in new construction contract awards which is down from $237 million in Fiscal Year 2011. The district provides construction services at Fort Riley, Fort Leavenworth, and McConnell Air Force Base, in Kansas; Fort Leonard Wood and Whiteman Air Force Base, in Missouri; and Lake City Army Ammunition Plant and the National Geospatial Intelligence Agency in Missouri. The district is responsible for the Reserve Design Program in a 10-state area extending from Missouri northward. HTRW projects include environmental cleanup projects in Kansas and Missouri as well as support to U.S. EPA Regions II and VII.

The Seattle District will manage a $382 million military construction workload across a four-state area in Fiscal Year 2012. Seattle District provides construction, operation and maintenance, timber services and real estate support to Fort Lewis near Tacoma, Wash., and Yakima Training Center near Ellensberg, Wash.

The district also delivers construction and real estate services to the Air Force, including McChord and Fairchild Air Force bases in Washington, Mountain Home Air Force Base in Idaho, and Malmstrom Air Force Base in Montana.

The Omaha District manages a military construction workload in eight Midwestern states that exceeds $490 million in Fiscal Year 2012. Also in Fiscal Year 2012, the Omaha District will begin construction of a new $500 million plus Strategic Command (STRACOM) Headquarters at Offutt Air Force Base, Neb. The district provides construction, operations and management, and real estate support to 22 separate installations plus recruiting station real estate support for the Army, Air Force, Navy and Reserves in Iowa and Nebraska.
