PORTLAND, Ore. -- At a relinquishment of command ceremony today, Col. Torrey A. DiCiro assumed command of the Northwestern Division office of the U.S. Army Corps of Engineers. He succeeds Maj. Gen. Scott A. Spellmon who served as commander since July 2015.
DiCiro will oversee a 5,000-member workforce and a multi-billion annual program in civil works, military construction and environmental restoration that spans 14 states throughout the Columbia and Missouri river basins. These activities are implemented through five operating districts in Portland, Ore., Seattle and Walla Walla, Wash., Kansas City, Mo., and Omaha, Neb.
Prior to assuming Command of the Northwestern Division, Col. DiCiro served as deputy commander for the Northwestern Division.
Col. DiCiro received his commission with the Corps of Engineers after graduating from the U.S. Military Academy at West Point in 1993. He holds a bachelor degree in civil engineers from USMA, and master’s degrees in both civil engineering and business administration from the Georgia Institute of Technology.
