The CQM certification is required for USACE and Navy construction contracts. This required training emphasizes the mutual goal of the contractor and the government in providing a quality product. This program encourages proactive leadership and provides methods to get it right the first time. It provides training on the CQM concepts and procedures used in Army Corps and Navy construction contracts.

The U.S. Army Corps of Engineers collaborated with the Navy and the construction industry to develop the CQM course for Contractors to familiarize quality management personnel with relevant policies and procedures. The two-day class covers the combined effort of the contractor and government in achieving quality work in accordance with project plans and specifications, on time, within a defined budget, and in a safe work environment. These concepts fit perfectly with commercial construction work, taking CQM down to the working level and familiarizing participants with the importance of all parts of the contract.

The relationship joins distinct roles between the contractor’s quality control and the government’s quality assurance responsibilities. All USACE construction contracts require contractors to provide a contractor's quality control staff of sufficient size to ensure the completed project meets the quality standards established by the contract.

The Construction Quality Management course provides the training and certification required to implement the Three-Phase Control System (Preparatory, Initial, and Follow-up Phases).

Under UFGS 01 45 00, contractors may be required to have their Quality Control representative certified by attendance at a Construction Quality Management course. Previous attendees report the course is a valuable tool and time well spent.

This training must be taken by any contractor selected to do work for the USACE or Navy to ensure compliance with Contractor Quality Control contract provisions. Attendees develop an understanding of how to integrate quality, by planning into every aspect of the project from the pre-construction to project close-out. Attendees who successfully complete the training will receive a certificate issued by the U.S. Army Corps of Engineers. CQM can be applied successfully to private-sector work. All managers in charge of quality, at both general and subcontractor companies, will benefit from this training.

Contractors should review contract specifications to ensure requirements have not changed. The CQM for Contractors course is a joint effort between USACE and NAVFAC. As such, NAVFAC training, instructor certification, and certificates of completion are accepted by USACE.

Certificates issued upon successful completion of the CQM class is good for 5 years and valid for USACE, Navy and other federal agencies’ projects. Recertification requires repeating the CQM course. Online courses are not available.

The Resident Management System (RMS) User Manual and Training Guide is the guide for contractors using the RMS program in conjunction with the government RMS program and is available at RMS Software Version 3.0.
